I have tried to submit my application for a new certificate of title a number of times, each being rejected in Victoria. I submitted the paper section 31 form via PEXA using section 104 form. When done a few months ago this worked. Now I'm being advised it must be lodged using ELN. Not sure what I am doing wrong?

To complete an application to replace a lost or destroyed title, you will need to open a workspace representing the POT.
Once you've completed your client's details and check the title info, go to documents and select "Other Documents." If you start typing "ACTION - APPLICATION - REPLACE LOST OR DESTROYED CERTIFICATE OF TITLE" it should come up.
Once you select this residual document, you attach your complete application (Section 31 form, statutory declarations, etc) as a PDF in the files section. You can then attached it to your residual document and lodge.
