Why must all registered proprietors be recorded on the title without reference to any legal capacity (eg a registered proprietor of the land held on behalf of another person or entity who is the beneficial owner of that property, such as executors, administrators of estates and trustees of a trust) to be eligible.
When will they be eligible?
What needs to change to make them eligible?

Hi @MarcusLiley
As I understand it the initial scope was developed based on lodgement volume across the big 5. Additional scope increase to this is a coordinated effort across Landgate, OSR and the ELNO.
At present I don't have date visibility on this particular scope increase but am hopeful that I will sooner than later on this and others. As soon as I have something that I can discuss with a wider audience, I will.

We made it!
Hi Everyone
Very excited to say that 1 December has now past and we are operating in WA under the electronic document lodgement requirements as set by Landgate. Thanks to all those within the industry who have worked so hard to get us to this point - it truly has been a collaborative effort.
I hope you are all using the new coversheet when lodging paper documents with Landgate. Further details: https://www0.landgate.wa.gov.au/for-individuals/legislation-and-reform/electronic-conveyancing
