I am trying to do a change of name in VIC. This is not part of a transaction i.e. refinance or purchase, I just want to change the name of the existing proprietor.
Is this possible as all the other discussion points on PEXA community seem to revolve around changing the name as part of another ongoing transaction.

Change of name is not available as a standalone instrument and for now will need to be prepared and lodged in paper.
The current instruments available to be lodged in Victoria are: Discharge/Mortgage, Transfer, Caveat/Withdrawal, Transmission, Survivorship and Priority Notice. A list of available instruments is in the Service Charter which is updated when new instruments are introduced.

So we have ECT control, do we have to nominate the C/T to paper and then lodge a paper Change of Name?

That's right, you need to create a nomination to paper - to your own paper Change of Name dealing.

I am just wondering if we still have to lodge a Title Change of Name document in paper with the VIC LTO or if it can now be attended to in PEXA?
