I have a matter that requires Ministers Consent to be sighted by NSWLRS before registration of the Transfer. Can this document be uploaded into the documents tab and be sighted by NSWLRS through there? The consent document is not a registerable document, rather just a letter consenting to the Transfer.

NSW LRS is not yet enabled to receive attachments (PEXA Doc Hub Attachments) for electronic dealings. NSW LRS are currently targeting to enable their platform for receipt of Transfer related attachments from PEXA R8 (May 2018).
That said, today, NSW LRS filter as 'ineligible for electronic lodgement' those titles which require Ministers Consent to accompany a dealing. However, I am aware that this filtration is not 100% accurate.
In a case where a title is eligible for electronic lodgement AND Minsters Consent is required for a dealing lodged in PEXA, NSW LRS will accept the dealing for lodgement. However, the dealing will remain in a status of 'Lodging' until such time as the Ministers Consent is submitted to NSW LRS (over the counter). Once NSW LRS is satisfied that all requirements a met, the dealing will advance to Registered.

Just to clarify your response below re Minister's Consent, we can process transfer of the title via PEXA as per a normal settlement, and then it's up to the purchaser's solicitor to manually forward the minister's consent to LRS following settlement in order for the transfer to become registered and title to issue? The title I have is eligible for electronic settlement and minister's consent is required (perpetual lease) and there is no outgoing or incoming mortgagee.
