The ARNECC Model Participation Rules Version 5 come into effect on 25 February 2019.
Is there any information available at this stage in relation to the Client Authorisation - Attorney form?
There does not appear to be any guidance notes in relation to the form on the ARNECC website to date

Although MPR Version 5 sets the rules for Subscriber to act under PoA, enablement for electronic lodgement of dealings under PoA is not in place.
Work must be completed by all Land Registries as well as Electronic Network Operators to enable this capability.
In terms of road map, the timeframe for enablement of PoA capability has not yet been agreed.
Please stay in touch. I will be pleased to communicate to you planned timeframes once the Australian Registrars Working Group comes to a decision on timing.

Does this mean that if we are acting for a Seller in a transaction that has an attorney signing on behalf of the Seller, we cannot complete this particular transaction via Pexa?

The Client Authorisation Form for Attorneys is not intend for use by legal representatives (when that functionality becomes available).
Lawyers and conveyancers must continue to use the Client Authorisation Form for representatives. You are still able to use that form as you have previously, including by having your client sign it directly, or an attorney for your client sign, provided you meet all of the other obligations (such as retaining the relevant evidence and conducting verification of identity).
ARNECC Guidance on Client Authorisations are a great resource.
