PEXA Policy or Ruling on PEXA Fee

The Vendor has placed a special condition in the contract that the Purchaser is responsible for the Vendors PEXA fee should there be a clear title.

I would like to refer to a Pexa ruling, regulation or policy which prevents this prior to an exchange of contract.  Can you please point me in the right direction

As far as I'm aware, there is no such rule or policy. The parties are free to contract in a way that one party is responsible for the other's PEXA fees.
