PEXA fee on discharge of mortgage - payable by Vendor or Purchaser?

In a standard sale/purchase settlement...

 

Vendor has allowed $108.10 in the adjustments for registration fee for DM...Purchaser wants to deduct $165.99 (being PEXA fee of $112.64 plus $53.35)...Is this correct? 

 

Typically I only see the $112.64 fee being deducted..

 

(Contract has no relevant special conditions)
