I have a plan of subdivision and consolidation for two properties over which there are mortgages. Does the registration operate in the same way as registration of leases?

I am not sure what you mean by does the process work the same as for leases.
But . .
I can say that NSW LRS will require the registered mortgagee to consent to the lodgement of the plan of sub / consol.
If the registered mortgagee holds electronic CoRD they will need to lodge an electronic, Third Party CoRD consent to the paper lodgement citing their electronic CoRD record as evidenceof CoRD.
If the registered mortgagee holds a paper CT they may lodge an electronic, Third Party CoRD consent to the paper lodgement citing the CAC number as evidence of CoRD.
