I recently settled a sale of one property for a client, which sale paid out their mortgage secured by another property as well.
I received the Certificate of Title and a paper Discharge of Mortgage dated 13 June 2018.
I presume I now need to organise the registration of the Discharge of Mortgage via PEXA - is this correct? If so, how do I create a Workspace for this?

If the discharging mortgagee is an FI they must lodge the discharge themselves via PEXA. Only they can do this, you cannot do this for them.
You will need to contact them and arrange for them to action the discharge. They will probably want the title and discharge back before they will do it.
If the discharging mortgagee is for a private mortgage, you should be able to obtain authority to act for them, then you can create the workspace.
I don't know how you go about getting the authority though.
Hopefully PEXA give a response in that regard.

Yes, this is still the case.
If you have an active workspace, invite CBA as mortgagee on title and upload a copy of the paper discharge to the workspace for reference.
If there is no existing workspace and you just need the discharge registered, please email a copy of the paper discharge to cbadischarges@cba.com.au.
Please also include in the email a fresh Discharge Authority form with account details for payment of the relevant fees.

Half a mind to register the WA paper discharge (because they still allow that kind of thing).
