Could someone please help.
If an owner has lost the Certificate of Title from 45 years ago (being only in paper back then), and only the Volume and Folio number is known, but only shows on the previous owners Certificate of Title (which is marked DESTROYED cannot be used for any legal purposes), who is responsible for re registering the lost title, if the property needs to be sold, the seller or the buyer?
