The practitioner is going on holidays to a destination where internet is not an option, and has a locum coming to the office to cover in their absence. What do you suggest to a sole practitioner in regards to signing off on a PEXA workspace for settlement?

PEXA operates under strict regulations that are designed to protect the integrity of data in the Register. This is why all subscribers to PEXA must progress through a rigorous on-boarding procedure which includes VOI of the Subscriber manager and all Users that digitally sign documents in PEXA.
PEXA takes these regulations very seriously. As a result there are only two ways that a locum may enter a workspace and complete work for a Subscriber:

If a Subscriber wants a locum to provide services using the Subscriber’s subscription, the locum would need to do so as an employee of that Subscriber (not a contractor). If the Client Authorisation is with the Subscriber, the Subscriber will need to be the entity that provides the service.
As George mentioned, the Subscriber would need to add the locum as a User to their Subscriber Profile. If the locum will be required to sign in PEXA, the Subscriber Manager will need to assign them the relevant signing permissions. The Subscriber will need to order a Digital Certificate for the locum and verify their identity (note that each locum will need to have their own Digital Certificate as Digital Certificates cannot be shared). Note that if the locum would be required to sign Registry Instruments, they must be legally entitled to do so.
If the locum is a Subscriber in their own right, the locum could use their subscription provided the locum obtains a Client Authorisation Form made out to themselves. Please note that the organisation for whom the locum provides services would not be able to access the Workspace.
