How is this the incoming proprietor's subscribers role?
at least in WA by even asking the other subscriber if they had done/followed that up this might cause some umbrage since it is not even the Sellers Subscriber role to supply it to lender, merely to remind the Seller client that it needs to be done &/ copy for their file if lender claims it as lost/un-received.

Currently, we have built the checklist so that it displays for all participants in any workspace that includes a Mortgagee on Title.
It is an optional checklist to help communicate that the Discharge Authority has been sent and received. I take your point that the incoming proprietor isn't terribly interested in this, but it is included for overall visibility.
Let me know your thoughts on this and we can investigate further.

If the Buyers Subscriber marked those checkboxes as completed/un would it possibly be marked as completed/un on the Seller subscriber side? if so that would be dangerous for either side to rely on...
