Withdrawal of Caveat in NSW

We are acting for a landlord whose tenant has lodged a paper caveat on the title of the land. 

The tenant is going to provide a paper withdrawal of caveat.  Can we still lodge it at the NSW Land Registry Services? 

If not and it has to be withdrawn via PEXA, who is to do it?  The caveator's legal representative or can we do it on behalf of the registered proprietor?
