Representing both parties in transfer

Just wondering if anyone can help me, when representing both the vendor and the purchaser in a transfer between relatives in a deceased estate, should there be PEXA fees due to both the Vendor and the purchaser? in my mind this would be correct as both roles of incoming proprietor and proprietor on title are required to complete the entire transaction, meaning there should be 2 pexa fees owing in the financial settlement yes?    Thank you very much  ...
