For a Transfer of Lease regardless if the lodgement is now or after Oct 11, 2021 the process is to create a workspace and follow the Dealing with Exception process. (Help card attached).
There is a Land Registry wavier that can be used (if before Oct 11- it is wavier 21.4, if however after Oct 11 - it is wavier 63.2)

Helpful hint: ensure the attachment includes the wavier form so the NSW LR will know which wavier you are utilizing.
